I also have this problem although it's not localized to only the neck --it's all over. I went to the doctor about a year and a half ago and he gave me Zyrtec -- which helps for a little while. My itching used to be accompanied by skin welts (hives) but they're gone and only the itchiness under the skin remains. Sorry I couldn't help as I can't find any info about this, but just know he's not alone...
