I can relate to this mother, because I have a 5 year old granddaughter that will ot talk. She will spend an entire day with myself, my daughter and her two children; and she will not talk all day. She her only spoken 1 or 2 words directed at Avery, my three year old grandson. I have heard her talk with herself when she is playing, but not directly to someone. She does seem to have a speech problem, but her Aunt, who she spends most of her time with, also has a little speech problem. My granddaughter is shy, but will inappropriately go to a complete stranger for attention and sometime hug them or try to give something to them. She will start kindergarden this year. I hope that the teacher will help with discovering what her issues are so she can get help.
